Frequently asked questions about the updated transit system
Here we answer the most frequently asked questions about the updated transit system, NCTS (Release 5).
Changes on 21 January
I cannot enter document code N830 at HCI level. Whats wrong ?
Document code N830 can only be entered at NC level.
How many MRN numbers for export can I enter for a transit movement?
The exporter`s MRN number should be entered at HC level with document code N830. The maximum number of HCs for export followed by transit is 999.
Can a transit movement that received message IE028 before the end of the transition period be used and released when the transition period has ended ?
No, you need to file a new declaration in NCTS. You need to request to void the unused declaration.
Miscellaneous
What is a transit declaration with a reduced data set. Authorisation type TRD?
This is a reduced data set that applies to transport by rail, air and sea. You need an authorisation to use a reduced data set. With this authorisation you do not need to provide the net mass. Apart from this, you should provide the same data as in a standard transit declaration.
This is shown in column D2 in Annex B TXK. Customers that do not have or use an authorisation (TRD) should indicate 0 in the ‘Reduced dataset indicator’ data element in IE015.
Is it possible to amend an unreleased declaration using message IE013?
The amendment of an unreleased declaration by message IE013 is not possible in Release 5. Instead, please request to void of the declaration containing incorrect information.
Will the requirement that the accompanying document must accompany the goods during transport disappear after the transition to NCTS Release 5?
Release 5 of NCTS no longer requires the TAD to be printed. However, it is recommended that the TAD accompanies the shipment as the authorised consignee has no other way of obtaining information about the goods before requesting unloading permission.
Which Y-codes should be entered in a transit declaration?
Y-codes can be linked to specific commodity codes, but also have a general meaning.
The tariff indicates which Y-codes are applicable for each commodity code, but this is not clear from the tariff at only six-digit level. If it is known at the time of declaration that the commodity code (at 8-digit level) generates a Y-code, it must also be entered in the transit declaration.
Y-codes must be entered in accordance with the transit code list (CL380) presented by the European Commission.
How should the authorisation number be entered in NCTS Release 5?
NCTS Release 5 introduces the requirement to provide a reference to the authorisation(s) required to support the declaration. The authorisation number must be entered according to the new EU standard and can be up to 34 characters long. For example, an authorised consignor authorisation number could look like this: SEACRSE009251-2021-D-ABC12345.
- Authorisations for authorised TIR consignees always begin as follows: SEACTSE009251...
- Authorisations for authorised consignors for Union transit always begin as follows: SEACRSE009251...
- Authorisations for authorised consignees for Union transit always begin as follows: SEACESE009251...
- Special type of seal authorisations always begin as follows: SESSESE009251...
You will find all your transit simplification authorisations in the Customs Decisions System (CDS). Here you can also verify the authorisation numbers.
How to make correct references to previous documents - 12 01 000 000?
For the previous reference, the reference number and type must be indicated.
If the previous document is an export declaration, type N830 and the MRN number of the declaration are given as the reference number.
If the previous document is a customs warehouse declaration, type NMRN and the declaration's MRN number are given as the reference number.
If the goods are in a temporary storage facility, it is recommended that the type is given as N377 and that the MRN number of the declaration is given as the reference number.
If the previous document is an export declaration, there is no requirement for the transit declaration to contain references from customs warehouses or temporary storage.
When we send an IE044 with a discrepancy, we get back an IE025 with release indicator 4. Does this mean that no further handling is allowed for the goods that have arrived?
When an IE044 contains discrepancies, an IE025 with release indicator 4 is currently sent automatically. The correct interpretation of this is that the arrived goods may not be handled further. We do not see that this is practically possible and will therefore review how the system should work in the future. Until new information is presented, it is fine to handle the arrived goods further in the flow.
What do we do if we want to invalidate a declaration in the normal procedure?
A declaration submitted under the normal procedure has the status ‘Submitted’ until the goods and the declaration are presented at the customs office of departure. Declarations with the status ‘Submitted’ cannot be invalidated by message IE014. The message will be rejected.
Instead, use the online service. Then the customs officer handling your request can reject the declaration.
