Authorised consignor for Union transit

Authorised consignors may initiate transit procedures without visiting a customs clearance office. For this, you need an authorisation.

The authorised consignor is responsible for the procedure and should have control over the goods and the means of transport. The authorised consignor should guarantee that the goods are not removed from the location where the transit procedure is initiated, in the event that Swedish Customs wish to inspect the goods.

Authorisation is required

To become an authorised consignor for Union transit, you need to submit an application to Swedish Customs.

Initiate the transit procedure from another company's warehouse

The goods may be transported from the premises of a different company, where third party staff act on your behalf and under your supervision. Third party personnel may, for example, be employees at a customs warehouse or a temporary storage facility. The authorised consignor is required to demonstrate that they have control over the goods and means of transport.

The authorised consignor shall provide the third party staff with instructions and procedures for carrying out their assignments. The authorised consignor is also responsible for compliance with these instructions and procedures.

Instructions and procedures for third party staff should contain the following:

  • Information about paths of communication, including information found in the transit declarations, and procedures for ensuring the goods do not leave the location until they have been cleared for release.
  • Instructions for how the Transit Accompanying Document (TAD) shall be sent with the goods.
  • Procedures for sealing the transit, where applicable. This procedure should establish how the holder of the authorisation and the third party staff will communicate. The third party staff should inform the holder of the authorisation of seal used for each transit consignment. The holder of the authorisation shall then enter the designation of the seal in the transit declaration.
  • Information about self-monitoring and, where applicable, random sample tests.
