Authorisation for an electronic transport document as a customs declaration, airline companies

Under certain circumstances, airline companies may use an electronic transport document (ETD) as a transit declaration. To use this simplification, you need an authorisation.

Swedish Customs currently does not support electronic transport documents.

For air traffic, this simplification applies to Union transit and common transit alike. You apply for the authorisation in one country, but the application may include airports in several countries. Given that air transport is considered a safe means of transport, you are not required to place a guarantee for this transit.

Who is eligible to be authorised?

  • The company must have an EORI number.
    Find out more and apply for an EORI number.
  • The company should be established in the EU or within the territories of a contracting party.
  • The company should have available accounts in Sweden.
  • The company should operate a significant number of flights between airports in the EU or states that are party to the Common Transit Convention.
  • The company shall be able to demonstrate that they will able to ensure that the data in the electronic transport document is available to the customs authority both at the airport of departure and at the airport of destination and that this data is the same at both these customs authorities.
  • The company should regularly use the Union transit/common transit procedure.
  • The company must meet the compliance criterion in article 39 (a) of the Union Customs Code.

Limitations

The simplification is only available to transport by air between the airports indicated in the authorisation. If part of the transport is by road, a separate transit declaration should be submitted in the NCTS.

How to apply

Apply for authorisation in the EU Customs Decisions System, CDS. This is also where you will receive your decision and any other messages from Swedish Customs with regard to your application.

To access the CDS, you need authorisation to use the online services on tullverket.se. If your company currently does not have access to the online service, please apply immediately, in order to gain access in time to apply for authorisation.

Amending your authorisation

If you need to make amendments in your authorisation, please use Swedish Customs’ Decision System (CDS). To access the system, you need authorisation to use the online services on tullverket.se.

What happens once you are authorised?

Any terms that apply to your company are provided in the authorisation. This includes the following information:

  • The authorisation is only valid for the economic operator that is indicated as the holder of the authorisation. The holder should fulfil any obligations that follow from the authorisation.
