This website is run by Swedish Customs. We want as many people as possible to be able to use this website, and this document describes how www.tullverket.se (our information and services) complies with the accessibility regulations, any known accessibility issues, and how you can report problems so that we can fix them.

Reporting accessibility problems with this website

We’re always looking to improve the accessibility of this website. If you find any problems that aren’t listed on this page or if we’re not meeting the requirements of the accessibility regulations, contact us and let us know about the problem.

Technical information about this website’s accessibility

This website is partially compliant with the Swedish accessibility regulations, due to the non-compliances listed below.

Non-accessible content

The content listed below is not fully accessible.

Problems for blind users:

  • In some of our e-services, the page language and name are not correct in the html code. The same is true in the internet version of our newsletter, Tullnytt (“Customs news”). This can cause problems for screen readers.
  • In some of our e-services and in the internet version of our newsletter, Tullnytt (“Customs news”), the html code of headings is not always correct.
  • When a screen reader is used in some of our e-services, the icons, buttons and logos do not generate a name or information about what they do.
  • In some of our e-services, there are no guide texts or confirmations for fields.
  • In some of our e-services, it is unclear where links take you.
  • Old PDF documents are not adapted for accessibility. This can cause problems for screen readers.


Problems for users who cannot see well:

  • In some of our e-services, the keyboard focus is unsatisfactory. In other words, the web page does not make it obvious what you can interact with via the keyboard.
  • In some of our e-services, the content is not adapted to small screens. To see everything, you may have to scroll both horizontally and vertically.
  • In some of our e-services, there can be problems when you magnify text. For example, some text can be hidden behind other text.


Problems for users who cannot see colours well:

  • In some of our e-services, error messages are highlighted solely by being shown with red text. Thus, it can be difficult for certain users to notice that the information is highlighted.


Problems for users with reduced control of movement or strength:

  • In some of our e-services, people who use a keyboard to navigate the web pages will find that the content is not in a logical order.
  • In some of our e-services, the keyboard focus is unsatisfactory. In other words, the web page does not make it obvious what you can interact with via the keyboard.
  • In some of our e-services, it is not always clear when a problem has arisen.
  • In some of our e-services, it is unclear where links take you.


Problems for users who have difficulties processing certain types of information:

  • To make sure that users are not robots, our website uses certain tests. These are known as Captchas. They can be difficult for users who have difficulties processing certain types of information. However, Swedish Customs believes that, compared to other Captchas, our accessibility is at an acceptable level.


Other problems:

  • In some of our e-services, there are no guide texts or confirmations for fields.


It is our ambition to fix all known accessibility problems by December 2020.

Disproportionate burden

Swedish Customs invokes an exemption for disproportionate burden in accordance with § 12 in the accessibility regulations for the content described below.

  • Our customs internet declaration service (Tullverkets internetdeklaration, TID) is old and does not satisfy accessibility requirements. It will be replaced with a new e-service that uses modern components. Accessibility will be an integral part of developing the new service. This new e-service is scheduled to start in 2023. After consideration we decided to not correct the old e-service and, at the same time, develop the new one.
  • Our subscription service, e-pren, is old and does not satisfy accessibility requirements. It is being gradually replaced with new services. Replacement is scheduled for completion in 2021.
  • Old PDF documents are not adapted for accessibility. This can cause problems for screen readers. We will not manage to correct all documents before 23 September 2020. The plan is to correct all PDF documents by December 2021.
  • The internet version of our newsletter, Tullnytt (“Customs news”), does not satisfy accessibility requirements. The newsletter is produced in a program called Apsis Pro. Next time we buy a service within this area, the requirements of the Web Content Accessibility Guide (WCAG) will be part of the contract.

Content that’s not within the scope of the accessibility regulations

The content described below is not fully accessible, but is exempt in accordance with § 9 in the accessibility regulations.

  • Films published before 23 September 2020 do not have subtitles.
  • Films published before 23 September 2020 do not have audio descriptions.
  • On our Swedish Customs’ museum website, old audio recordings published before 23 September 2020 have no text versions.

How we tested this website

In 2018, a firm of consultants (ETU) carried out an independent review of the tullverket.se website. The review was based on version 2.0 AA of the WCAG. In 2019, we carried out an internal review of our website e-services. This was based on the requirements of version 2.1 AA of the WCAG.
