The New Computerised Transit System (NCTS)
When transiting goods under the transit procedure, the information must be registered in the New Computerised Transit System (NCTS). To submit transit declarations electronically via the NCTS, you need to register for communication via EDI (TVEDI).
NCTS is the system used for transit procedures for EU Member States and a number of countries that are part of the Transit Convention.
This system, which has been used in Sweden since 2003, has been upgraded a number of times with more functions. More functions are also planned for the future. NCTS is based on sending goods under transit procedure from a customs office of departure to be finalised at a customs office of destination.
Release 5 of the NCTS is now implemented. Work is underway with Release 6.
NCTS phase 6
Release 6 is a further development of Release 5. In Sweden, the release means that it will no longer be possible to submit safety and security information in the New Computerised Transit System (NCTS). Instead, this information should be submitted in the import control system ICS2.
The summarised export declaration, SUD, can be submitted in NCTS just as before.
The rollout of Release 6 in the EU and the convention countries started in March 2025. Sweden plans to introduce Release 6 on 16 November 2025.
Release 6 of the NCTS is not meant to introduce any significant functional changes compared with Release 5. The messages that will be changed can be found in DDNTA 6.4.0. Swedish Customs will work on future changes and updates of the DDNTA as these are published.

When things go wrong
Please contact Swedish Customs if incorrect information has been registered in the NCTS. An entry can be invalidated in some instances, for example if two identical transit declarations have been submitted. Once the goods have been placed under the transit procedure, a transit declaration cannot be annulled. In such cases, the transit declaration should instead be discharged with a discrepancy message.
Annulment of a transit procedure can be requested using the online service ‘Annul transit procedure’. Even if Swedish Customs cannot approve an annulment, it is important that you contact us so that we know that your procedures are in order.

Information submitted in NCTS is also used to combat customs fraud.

Continuity plan for the NCTS
If you experience a system malfunction lasting more than 30 minutes, you must apply to Swedish Customs for the use of a continuity plan, formerly known as a fall-back procedure for transit.
