We answer frequently asked questions about goods arriving by rail using a transit declaration.

Notification

Which e-mail address should I send the notification to?

Do I need to write anything specific in the subject line of the notification e-mail?

Yes, include:

  • Border crossing
  • Date
  • Time
  • Train number
  • Carrier.

Should all inbound goods in the transport be included in the notification?

Yes. You should include any cargo that will be subject to the customs declaration in the EU, goods in transit, and empty wagons.

Are we required to use Swedish Customs’ notification form or can we use a template from our own system?

We prefer that you use Swedish Customs’ form. If not, you must ensure that all necessary information is included and that your system does not include any redundant information.

Swedish Customs should have approved a draft to ensure that all the necessary information is presented clearly and in full. Please e-mail your draft to tke.stromstad@tullverket.se. Write “Test Rail Notification” in the subject line.


Presentation notification

Why should a presentation notification be submitted?

Goods should be presented in accordance with Article 139 of the Union Customs Code immediately upon arrival in the customs territory of the Union.

What solutions are available for presentation notifications?

Presentation notifications can only be submitting using a system-to-system solution.

Where can the presentation notification guide be found?

When should the presentation notification be submitted?

The presentation notification should be submitted during the time when the goods are located at the indicated location, but prior to submitting I2.

Presenting goods to customs when an import declaration has been submitted prior to the presentation notification (I2)

Why should an I2 be submitted?

An I2 should be submitted to request the clearance of a pre-lodged customs declaration in accordance with Article 171 of the Union Customs Code.

When should an I2 be submitted?

The I2 should be submitted during the time when the goods are located at the indicated location, but after submitting the presentation notification.

What solutions are available for submitting an I2?

An I2 can be submitted via a system-to-system solution (IMDA or IFDA) or via the online service “Present goods”.

Where can the specifications for the I2 message be found?

Inspections

What happens when Swedish Customs conducts a physical inspection of the cargo?

Swedish Customs will engage in a dialogue with affected economic operators with regard to the procedures for physical inspections.

Transit

When should a transit procedure be used?

Transit procedures should be used in the following cases:

  • Goods arriving from countries other than Norway
  • The customs declaration cannot be pre-lodged
  • When necessitated by the chosen customs procedure.

Date/schedule

When will the transition go live?

The new requirements are implemented on 1 October, 2024. Until then, the current procedures should be used when filing data.

Designated location

What code should be used for the designated locations?

Swedish Customs will publish these codes once they have been established.
