Frequently asked questions about the PoUS system
This page has answers to the most common questions regarding the Proof of Union Status system (PoUS).
How long does it take to receive an approval/authentication and MRN in PoUS?
Unfortunately, it is not possible to answer this as it depends entirely on the nature of each individual case.
Is there an automatic validation in the system if the case is correct?
Some of the information in the notification is automatically validated, but some manual handling may also be required.
If you receive a PoUS MRN for goods arriving by container and register their arrival in the PoUS system. How will a port terminal be notified that they are ready for release?
The assigned MRN in the PoUS system can also be presented to the consignee, who can in turn validate a PoUS MRN via an online service that is being developed by the European Commission. This online service has not yet been published. However, once it has been published, it will be available for everyone.
What rules apply when the value of the goods is less than EUR 15 000. Are T2L or T2LF not required?
If the total value of the goods does not exceed 15 000 EUR, and even though PoUS phase 1 has been launched, you can still use invoices and transport documents as proof of union status.
This assumes that these documents contain the necessary information to be considered as Proof of Union Status and should only include union goods. These do not need to be registered in the PoUS system. However, this does not prevent the registration of Proofs of Union Status (T2L/T2LF) in the PoUS system for goods with a value that is less than EUR 15 000. The value of the goods should be calculated on the basis of the value of the goods in the invoice, excluding other costs.
How do you access the PoUS system?
You can find the PoUS system among Swedish Customs’ online services. Your company's authorization administrator must give you access to the PoUS system. All companies that need to have a T2L or T2LF endorsed and registered can apply for access to PoUS via Swedish Customs' online services.
What to do if the PoUS system is down due to operational problems?
If the system is down due to operational problems, you should first wait until it has been restored. Operational issues rarely last longer than an hour. If the system is down for longer, companies can request retroactive endorsement of T2L and T2LF certificates. This can be done once the system is up and running again. This means that the goods may be transported without a PoUS, as one will be issued at the arrival location.
Will authorised issuers (ACP) be reassessed?
Swedish customs have reassess current ACP authorisations as part of the introduction of PoUS phase 1 and will most like be reassessed again as part of the introduction of PoUS phase 2 in august 2025.
How do I sign in to the PoUS-system as a representative?
As a representative, you must verify that you have the necessary credentials to sign in to the PoUS system via Swedish Customs’ online services for the companies that you represent. When signing in to Swedish Customs’ online services, you should select the company that you represent. The company that you represent should give their representatives the necessary privileges in the PoUS system to submit an endorsement or registration request.
This means that all companies should sign in as ‘economic operators’ in the PoUS system. A representative acting on behalf of a company should not sign in using their own name. Companies using representatives for PoUS via Swedish Customs’ online services should register any individual(s) from the representative that will be authorised to represent the company. In technical terms, no distinction is made between a registered person that is employed by the company or a person working for a representative.
For goods located in another Member State, is it possible to request the endorsement or registration of a T2L/T2LF in the PoUS system from Sweden?
No. Any request for endorsement or registration created in the PoUS system, and sent to a Swedish customs office as the competent customs office, must relate to goods located in Sweden. If your goods are in another country, the request should be sent to a competent customs office in that country.
What should I do if I accidentally create two identical requests in the PoUS system?
At the moment, it is not possible to invalidate or revoke a request or an already registered T2L/T2L document in the PoUS system. It remains in the system until it is either registered as presented or until its period of validity has expired.
Is it possible to request retrospective endorsement of T2L/T2LF in the PoUS system?
Yes, if the conditions for issuing T2L/T2LF are met, they can be issued retrospectively. The retrospective T2L/T2LF request is created in the PoUS system under the goods transport information textbox by entering additional information. Enter the code 99210 ‘Issued retrospectively’ and write the justification for the request as free text.
What is the difference between an endorsement request and a registration request?
A request for endorsement is created by a company that is not an authorised issuer (ACP). The request is processed by a customs official manually and after authorisation, the case is assigned an MRN.
A registration request can only be created by companies that are authorised issuer (ACP). When requesting a registration, the ACP provides their authorisation number which is validated against the Customs Decision System (CDS). This request is automatically approved by the system and at the same time an MRN is assigned.
How to print an SRD (Status Registration Document)?
The SRD can be downloaded and printed by accessing a case that has been assigned an MRN number. Under ‘My proofs’ in the PoUS system, click on the eye (View proof) corresponding to the case to gain access. Then select ‘Print a Status Registration Document (SRD)’.
Are there any special rules for private individuals requesting T2L/T2LF endorsement?
Private individuals needing Proof of Union Status in the form of T2L or T2LF can request this by completing and presenting a Status Reference Document (SRD) to Swedish Customs. Only when Swedish Customs has stamped the document is it considered a valid customs status document. Private individuals do not need to use the PoUS system.

Is there any way for companies that do not have access to the PoUS system to validate or verify a PoUS MRN?
The European Commission is currently developing an online service that will allow all operators to verify the status of a PoUS MRN. Once it goes live, Swedish Customs will provide links to this service via tullverket.se.
