Pre-departure declarations when exporting munitions and dual-use goods
When exporting munitions or dual-use goods, you are required to submit a pre-departure declaration. A pre-departure declaration is also required when exporting to a Member state.
However, no pre-departure declaration is needed if the goods are exported with the intention of repairing, demonstrating or returning the goods. More information can be found in the Dual-use Items and Technical Assistance Control Ordinance (2000:1217).

When using standard procedure UNU
When using standard procedure UNU, you should register your export declaration, including information about pre-departure declarations for ordinances or dual-use goods in your company’s ERP. You are also required to submit Security and Safety information in your export declaration.
At the latest 48 hours before the export, you are required to fax a copy of the export declaration and a customs ID, together with a copy of the invoice to the customs office responsible for monitoring the place where you, the exporter, are established.
The copy of the export declaration together with the copy of your invoice constitutes your national pre-departure declaration of munitions/dual-use goods. The deadline for submitting your pre-departure declaration is calculate from the time when you request clearance at the customs office of export, i.e. at the latest 48 hours prior to the export.
The next step is to complete the export declaration with Safety and Security information. Then you send the export declaration to Swedish Customs electronically, before the goods depart from the place of loading. Remember that the deadline for a pre-departure Safety and Security declaration varies depending on how far your goods are transported.
Do you have all your Safety and Security information available when submitting your national pre-departure declaration? Then you can send this information at the same time. Thus, you can submit your pre-departure declaration for munitions and dual-use goods at the same time as you submit your pre-departure Safety and Security declaration.
Removal to an EU member state
In this case, you are also required to submit a pre-departure declaration 48 hours before the planned time of exit. Attach a copy of the invoice to the pre-departure declaration and present the original copy of your exit authorisation to the customs office.
