Pre-departure declarations when exporting munitions and dual-use goods
When exporting munitions or dual-use goods, you are required to submit a pre-departure declaration. A pre-departure declaration is also required when exporting to a Member state.
The 48-hour rule does not apply if the goods are exported with the intention of repairing, demonstrating or returning the goods. More information can be found in the Dual-use Items and Technical Assistance Control Ordinance:

Export to countries outside the EU
The pre-departure declaration should be submitted in a standard customs declaration of Type A (IE515), including ESD information.

The 48-hour deadline for submitting your pre-departure declaration is counted from the time you submitted your Type A export declaration (IE515) with a request for clearance, received the status ACCEPTED (IE528) and the case was assigned an MRN number. We do not count weekends or public holidays in the 48 hours.
In order for us to process your case as a pre-departure declaration and make a correct deduction on the licence, you need to enter the correct message code and upload supporting documents together with a copy of your munitions and dual-use goods authorisation in the AES system.

Document codes should be entered in data element 1203 000 000 ‘Supporting documents’.

Licences and document codes:
- 12 03 001 000 – Reference number
Enter the reference number of the document to which you refer.
Enter the licence number. For example 20242610123001 for an electronic licence or 2024/1234 for an original licence. - 12 03 002 000 – Type
Indicate the document type using a code.
Document types 2ISE, X060, X070, and E020 are valid codes. - 12 03 013 000 Document line item number
Enter the goods item to which the document refers.
Supplementary information for the writing-off of certificates and licences.
- 12 03 005 000 –Measurement unit and qualifier
If the licence or certificate has been issued for a quantity, enter the measurement unit, e.g. KGM for kilograms. - 12 03 006 000 – Quantity
Enter the quantity to be deducted from the licence. - 12 03 010 000 – Issuing authority name
Enter the name of the issuing authority. - 12 03 011 000 – Period of validity
Enter the date when the licence expires. Use the YYYY-MM-DD format. - 12 03 012 000 – Currency
If the licence is issued for an amount, indicate the currency. - 12 03 014 000 – Amount
Enter any amount to be deducted from the licence.
Enter document type N380/N325, as well as order and contract numbers for the goods and date of loading.

Enter free text including invoice number, order number and contract number for the goods, as well as the date of loading. Example: Invoice number 1315, order number 131315, contract number 1595, loading 20241213 at 0618
The free text box has space for 70 characters, if more space is needed enter an additional data element to supplement - 12 03 002 000 – Type
Indicate the document type using a code.

Removal to an EU member state
In this case, you are also required to submit a pre-departure declaration 48 hours before the planned time of exit.Append supporting documents and a copy of your dual-use goods/munitions authorisation to the pre-departure declaration.
