Entry summary declaration for goods shipped by sea
Entry summary declarations should be submitted for all goods from third countries that are transported by sea. The entry summary declaration must be submitted within certain timeframes and the data is submitted directly in the EU common Import Control System 2 (ICS2), to the Member State where the goods enter the Union. The transport undertaking is responsible for submitting the entry summary declaration.

Goods entering the European Community must be declared in advance using an entry summary declaration.

Provide the following information
A complete set of information should be provided for each consignment.
Multiple filing, i.e., when information is submitted at different levels, including by different filers, within the same entry summary declaration is permitted.

How should the information be filed?
The time for filing this information depends on how the goods are packed on the vessel.
- Containerised cargo: 24 hours prior to loading the goods in the port of departure
- Bulk or batch: four hours prior to the arrival of the goods to a port in the EU.
The above rules have some exceptions whereby the entry summary declaration may be submitted at the latest two hours prior to the arrival of the goods to the first port in the EU.
- Goods arriving from Greenland, the Faroe Islands, Morocco, ports in the Baltic Sea, North Sea, Black Sea or the Mediterranean
- moving between a territory outside the customs territory of the Union and the French overseas departments, the Azores, Madeira or the Canary Islands when the journey last for less than 24 hours.
How to submit information
As an economic operator, you have various options to connect to ICS2. Use either of the following:
- Your own system that is compatible with the specifications for ICS2 R3. You should have successfully run the self-conformance tests.
Follow the instructions in ‘How to file information in the new import control system, ICS2’. - An ITSP system that is compatible with the specifications for ICS2 R3. You should have successfully run the self-conformance tests for the ITSP.
Follow the instructions in ‘How to file information in the new import control system, ICS2’. - The common STI-STP user interface (Shared Trader Interface/Shared Trader Portal). You need an EORI number and to signed in to EUCTP (STI-STP) via UUM&DS authentication and identification. Enter all the necessary data according to Common Functional System Specifications. The interface also allows you to verify the status of submitted declarations or notifications, make changes, receive notifications and manage notification preferences.
