The free trade agreement with Japan stipulates that importers can request preferential treatment without proof of origin from the exporter, which is known as importer’s knowledge. The importer must have access to all the necessary information and supporting documents to allow the customs authority of the importing country that the goods are original goods.

The EU’s General Scheme of Preferences
To validate the origin of goods imported from developing countries, proof of origin issued by a registered exporter (Rex) can be used. The Certificate of origin, GSP form A, may still be used for a small number of countries, as certain countries still issued these until the end of 2020.

Registered exporters (Rex)
Registered exporters (Rex) is a system used to demonstrate origins eligible for preferential treatment. The systems are also used for the GSP and OCTs (Overseas Countries and Territories). It is also used by the EU in several of the latest free trade agreements with, among others, the United Kingdom and Japan.

For goods from GSP, ACP and OCT countries to be given preferential treatment, the countries must meet their notification duty.
