Notification duty
For goods from GSP, ACP and OCT countries to be given preferential treatment, the countries and territories must meet their notification duty. A number of countries and territories that have not yet met their respective notification duty are unable to issue proofs of origin.
GSP and OCT
GSP states and Overseas Countries and Territories (OCT) should furnish the European Commission with names, addresses and contact information of authorities that are:
- authorised to register exporters in the REX system, change and update registration data and recall registrations, and;
- responsible for enabling the administrative cooperation with the European Commission and the Customs Authorities of the Member States.
There is a small number of countries and territories that have not yet their respective notification duty, and are thus unable to issue or establish any form of proof of origin. A list of these countries’ and territories’ connection to REX may be found on the website of the European Commission.
When a country is unable to issue proofs of origin, it appears in the list as follows:

ACP States
ACP States (African, Caribbean and Pacific States) should furnish the European Commission with prints of stamps used by their authorities as well as names and addresses of any authorities with
- authority to issue commodity certificate EUR.1
- responsibility to validate commodity certificate EUR.1 and invoice declarations.
There are currently no ACP States that have not met their notification duty.
