Information about the transition period

The transition period is governed by a number of transition provisions to ensure that all communications between countries in different phases will work. The transition period expires on 30 November, 2023.

Transit Accompanying Document (TAD/TSAD) in NCTS, Release 5

The Transit Accompanying Document (TAD) and the Transit Security Accompanying Document (TSAD) will be redesigned as a consequence of the new information requirements in NCTS, Release 5. For example, field and box numbers will be replaced by data elements. The European Commission is planning to publish the new versions during the summer of 2023. They will apply after the end of the transition period. Once the final versions of TAD/TSAD are made available, they will be published on tullverket.se.

During the transition period, the current version of Transit Accompanying Document should be used.

During the transition period between Release 4 and Release 5 of NCTS, a Transit Accompanying Document (TAD/TSAD) with the same layout as the TAD for NCTS, Release 4, should be used.

This means that for transits initiated in Sweden, the same layout as in NCTS, Release 4, shall be used after the introduction of NCTS, Release 5, from 1 September 2023 until the end of the transition period.

The specifications in the above document provide guidelines for the TAD during the transition period. As a transit declaration in NCTS, Release 5, contains more data than a declaration in NCTS, Release 4, not all data is printed during the transition period.
