Authorised consignee for Union transit – Authorisation

Authorised consignees for Union transit can receive and discharge a transit procedure at authorised place without visiting a customs clearance office.

When the transiting goods arrive at the company's authorized location, the company must notify the Swedish Customs via NCTS. The company must then wait for Swedish Customs' authorisation to unload before breaking any seals and starting unloading.

After unloading, the company must enter the results of inspections and other relevant information in its records without delay. No later than three days after receiving the unloading consent, the unloading result must be sent to Swedish Customs with information on seals, number of packages, weight and type of goods and whether the load corresponded to the transit declaration and the accompanying document.

Who is eligible to be authorised?

  • The company must have an EORI number.

  • The company should be incorporated in the EU.
  • The company must intend to discharge transit procedures in Sweden.
  • The company must regularly receive goods placed under a Union transit procedure at an authorised location.
  • The company must meet the compliance criterion in article 39 (a) of the Union Customs Code.

  • Swedish Customs should have the means to perform customs supervision without requiring administrative arrangements that are not in proportion with any benefits derived from the authorisation by the company. The company should ensure that it is able to correctly execute the procedure, for example by demonstrating that it has documented manuals for the practical execution of the procedure.
  • The company should have the means to communicate electronically with Swedish Customs. For this, the company needs an EDI system that is connected to the NCTS. The company also needs to register to communicate via EDI (TVEDI).

How to apply

Apply for authorisation in the EU Customs Decisions System, CDS. This is also where you will receive your decision and any other messages from Swedish Customs with regard to your application.

To access the CDS, you need authorisation to use the online services on tullverket.se. If your company currently does not have access to the online service, please apply immediately, in order to gain access in time to apply for authorisation.
