Seal the consignment

It is imperative that transited goods be identifiable. As a main rule, the goods are identified by sealing the consignment.

An authorised consignor may submit a transit declaration, but in order to release the goods for transit, the goods must generally be sealed.

Exemptions from the sealing requirement

Exceptions may include easily identified goods. These can instead be identified using the description of the goods in the transit declaration or in the supplementary documents. Therefore, you need to have a good and accurate description of the goods that makes it easy to identify the goods.

Easily identifiable goods, according to Swedish Customs, should be described using the following information in the transit declaration:

  • A detailed commodity description.
  • General exemptions from the sealing requirement cannot be granted. Exemptions are given on a case-by-case basis. This means that authorised consignors as a rule also need an authorisation to use seals of a special type.

Other exceptions

As an exception, seals are not required when:

  • The goods are transported by air and each consignment is labelled with the number of the accompanying air-way bill, or the consignment constitutes a unit of cargo on which the accompanying air-way bill is indicated.
  • The goods are transported by rail and the rail transport undertaking takes identifying measures.

This does not apply if the customs office of departure decides otherwise.

Authorisation is required

To seal your own consignments, you need authorisation to use seals of a special type. This authorisation should be used in combination with your status as authorised consignor.
