Authorised consignee for Union transit
Authorised consignors may initiate transit procedures without visiting a customs clearance office. For this, you need an authorisation.
The authorised consigner is responsible for the procedure and should have possession of the goods and the means of transport. The authorised consignor should guarantee that the goods remain at the location where the transit procedure is initiated, in the event that Swedish Customs wish to inspect the goods.

Seal the consignment
As a main rule, goods in transit should be sealed. An authorised consignor is often required to combine their authorisation with an authorisation to use seals of a special type.
Initiate the transit procedure from a third party warehouse
The goods may initially be transported from the premises of a different company, where third party staff act on your behalf and under your supervision. Third party staff may, for example, be workers at a customs warehuse or a temporary storage facility. The authorised consignor is required to demonstrate that they have possession of the goods and the means of transport.
The authorised consignor should provide the third party staff with instructions and procedures for carrying out their assignments. The authorised consignor is also responsible for compliance with such instructions and procedures.
Instructions and procedures for third party staff should contain the following:
- Information about paths of communication, including information in transit declarations and procedures for ensuring the goods do not leave the location until they have been cleared for release.
- Instructions to send a Transit Accompanying Document with the goods.
- Sealing procedures, where applicable. This procedure should establish how the holder of the authorisation and the third party staff will communication. The third party staff should inform the holder of the authorisation of the type of seal used for each transit consignment. The holder of the authorisation should then enter the designation of the seal in the transit declaration.
- Information about self-monitoring and, where applicable, sampling.
