Authorisation of regular shipping services

A regular shipping service is a shipping service where vessels move Union goods from one place within the customs territory of the Union to another, and where the vessel temporarily may leave this territory without affecting the Union customs status of the goods.

A vessel covered by a regular shipping service authorisation does not need to pre-lodge an arrival notification to Swedish Customs in the MSW, provided that the vessel is not carrying non-Union goods covered by a transit declaration in the form of an Electronic Transport Document (ETD).

To operate a regular shipping service, the operator must apply for an authorisation to establish a regular shipping service. On this page you can learn more about eligibility, the application process, and procedures after receiving your authorisation.

Who is eligible to be authorised?

Swedish Customs can issue an authorisation for a regular shipping service when the following criteria are met:

  • The company must have an EORI number.

  • The company should be incorporated in the EU.
  • Compliance in accordance with Article 39 (a) of the Union Customs Code.

  • The company should undertake to submit the following information to Swedish Customs:
    • Names of the vessels operating the regular shipping service.
    • The port from which the vessel begins to operate the regular shipping service.
    • Any ports where the vessel intends to call.
  • The company accepts the following obligations:
    • To only call at ports within the customs territory of the Union.
    • Not to call at any special economic zones.
    • Not to reload any goods at sea.

How to apply

Apply for authorisation in the EU Customs Decisions System, CDS. This is also where you will receive your decision and any other messages from Swedish Customs with regard to your application.

To access the CDS, you need authorisation to use the online services on tullverket.se. If your company currently does not have access to the online service, please apply immediately, in order to gain access in time to apply for authorisation.

What happens once you are authorised?

Any terms that apply to your company are provided in the authorisation. This includes the following information:

  • The authorisation is only valid for the economic operator that is indicated as the holder of the authorisation. The holder should fulfil any obligations that follow from the authorisation.
  • A an authorised regular shipping service operator should report any changes of ports of call or vessels to Swedish Customs.
  • If unexpected circumstances force an authorised regular shipping service operator to reload cargo at sea or call at, load or reload cargo in a port outside of the customs territory of the Union, it will not affect the customs status of the goods.

Amending your authorisation
