Registered exporters, application and registration

Registered exporters may make out statements on origin or declarations of origin to certify the origin of their goods.

The registered exporters system applies to several of the latest free trade agreements when exporting from the EU, as well as within the General System of Preferences for developing countries and Overseas Countries and Territories (OCT).

You need to be a registered exporter if your company:

  • Exports originating goods to countries where REX is used in the free trade agreement, such as the United Kingdom, Japan, Canada, or GSP or OCT countries; Find out if REX is used by clicking to the relevant country from the page Provisions specific to countries and territories;
  • Re-consigns goods originating in CSP countries or OCTs in the EU, for example after the goods have been stored in a customs warehouse, and wishes to issue a replacement statement on origin;
  • Re-consigns GSP goods to Norway or Switzerland;
  • Exports materials to GSP countries or OCTs for cumulation, i.e., manufacturing goods to be imported with a proof of origin.
You only need to register once; Your registration will then apply to all agreements where REX is used to certify origin.

As a registered exporter, you will be assigned a REX number. All REX numbers are registered in a shared database of registered exporters, which is administered by the European Commission and is in part public.

Who is eligible to become a registered exporter?

To become a registered exporter, you need to meet the following criteria.

Your company should:

  • Conduct imports or exports, or plan to conduct such activities;
  • Be registered with the Swedish Companies Registration Office (with exceptions for sole proprietors);
  • Hold an EORI-number;

How to log in to the System for registered exporters.

User support

Once you have entered the REX system, there is a user guide under the Profile icon in the top right corner. Here you will find information to help you submit your application correctly. Fields marked with a red asterisk (*) are mandatory.

Some fields have a symbol with the letter “i”. Hover over the symbol to show information about what information to enter.

What happens once I am registered?

You must save all documents that certify the origin of the goods for at least 3 years after the end of the year when the statement on origin was issued. During this time period, the customs authority in the country of destination may request to perform an post clearance examination. Consequently, we recommend that you retain the documents for longer, for example for 3,5 years. When issuing statements of origin for Japan, you are required to retain copies of the statements and supporting documents for at least 4 years.
