Registered exporters (REX)
Registered exporters (REX) is a system used to demonstrate preferential tariff origin. The system is used by the EU in several of the latest free trade agreements, such as that with the United Kingdom and Japan, but also with GSP countries and OCTs.
A certificate of origin in the form of a statement on origin may be issued by registered exporters. If the value of the originating goods exceeds EUR 6,000, the origin declaration should contain a REX number.
REX is used when exporting originating goods from the EU to several of the countries with which the EU later entered into free trade agreements, such as the United Kingdom, Japan and Canada, as well as to and from GSP countries and OCTs (Overseas Countries and Territories). Countries in the EU also use REX when re-consigning GSP or OCT goods.
Actors within the EU required to be registered exporters include:
- Companies exporting originating goods to countries where REX is applied in the free trade agreement, such as the United Kingdom, Japan, Canada, or GSP or OCT countries;

- Companies re-consigning goods from GSP countries or OCTs within the EU, for example after the goods have been stored in a customs warehouse;
- Companies re-consigning GSP goods to Norway or Switzerland.
